Short Term Activation

    What short-term uses of the site will Council be undertaking?

    Our first priority was to remove the fences, improve the general look of the area, and open up the site to the community. The lawn area is open and available for community enjoyment.

    We have held a number of short-term events and activities on the site and will continue to do so in the coming months as we transition towards a long-term redevelopment plan.  All events will be listed at What's On.


    What does site activation mean?

    Site activation includes all the temporary activities on the site that will bring the community together and enhance the site as we transition towards development.

    EOI opens: 23 May 2019

    EOI closes: 14 June 2019

    Review Submissions: June 2019

    Report to Council: July 2019

    Notify applicants of Council decision: Subject to Council Meeting.

    What is the evaluation criteria for the Expressions of Interest: Activating Eighty-Eight O’Connell?

    Evaluation Criteria

    1. Demonstrated benefit to the City of Adelaide through alignment to the City of Adelaide 2016-2020 Strategic Plan:

    • Demonstrate that the activation program or experiential offering provides a measurable economic benefit to the O’Connell Street precinct and supports and complements local businesses; 
    • Demonstrate that the activation program or experiential offering will employ environmentally sustainable practices; 
    • Demonstrate that the activation program or experiential offering is accessible and fosters a sense of community; 
    • Demonstrate that the activation program or experiential offering provides rich, diverse cultural experiences attracts the community and visitors.

    2. Demonstrate a commitment to support the O’Connell Street precinct through: 

    • Planning a great activation program or experiential offering; 
    • Consideration of Community Engagement outcomes; 
    • Ensuring appropriate access and egress to the site; 
    • Appropriate site management and maintenance.

    3. The ability to provide ongoing activation of the site preferably for a minimum of five (5) days per week.

    4. Demonstrated experience, capacity, knowledge and performance in the provision of an activation program or experiential offering.

    All submissions should be received by 5 pm, 14 June 2019. Council Administration will use discretion in accepting late submissions.

    What happens next?

    All EOI applications will be acknowledged by email or letter. After the call has closed, all EOI applications will be assessed against the evaluation criteria contained within this document by a review panel. Council has the final say on whether to select one or more, or none of the EOI applications.

Long Term Development

    What are guiding principles?

    Guiding principles are high level criteria that define our requirements for the site. We will assess any proposals for use of the site against these principles to ensure we are consistent with our objectives.

    How does Council plan to engage residents?

    We intend to develop this site in accordance with the guiding principles that were adopted following consultation with the local and wider community. This will help us to come up with a plan that considers community, financial, environmental and other aspects.

    There has been a staged approach to this engagement. During the first stage we heard what the community do and don't want on the site. Stemming from this we've finalised Guiding Principles in response to feedback from stakeholders.

    How can anyone interested in this project stay up to date/send in their feedback?

    Council intends to provide ongoing updates about its plans for the site.

    People are also encouraged to register here on Council’s community engagement portal where regular updates will also be provided.

    Where can I have a say about the concept designs for the development at 88 O’Connell which appeared in the newspaper?

    These plans have not been prepared by the City of Adelaide and do not represent the council’s position on the development of the site. We have a process ahead of us before we prepare any plans regarding site development.

    The newspaper approached three Adelaide firms and asked them to design a master plan for 88 O’Connell Street, including artist impressions and a description of the elements of the concepts.

    It’s wonderful to see encouraging ideas about potential future uses and this shows just how much community interest there is in bringing this site to life. 

    There may be future opportunities to progress some of the ideas that the community has interest in as we move through the planning and engagement stages.
