What is a Development Plan?

    A Development Plan contains planning and development policies, indicates how an area should develop and is used to assess development applications.

    What is a Development Plan Amendment?

    A Development Plan Amendment (DPA) changes policy in the Development Plan to guide future development. A Council may initiate amendments, but the Minister for Planning is ultimately responsible for the content of the Plan.

    What does it mean when a building is heritage listed?

    When a building is heritage listed it means that any proposed additions or alterations must be assessed by Council with regard to its identified heritage values. It also means that funding is available for conservation works under Council’s Heritage Incentive Scheme.

    You can find out more about heritage listings and funding on our website:

    cityofadelaide.com.au/planning-development/city-heritage

    Why is Council seeking to designate these buildings as Local Heritage Places?

    Preserving these buildings will enable heritage conservation that contributes to the heritage value and character of the area, while supporting the regeneration of the sites by retaining the potential to accommodate the future needs of the respective institutions and colleges.

    How is the Final Decision Made?

    Following the public hearing, Council will consider all submissions received and may make variations to the draft DPA. If you make a submission, you will be advised on how Council has responded to your submission.

    The draft DPA, incorporating any changes arising from the consultation process, as well as copies of all submissions received and Council’s response to submissions, will be sent to the Minister for Planning

    The Minister will consider the matters raised and make the decision to either:

      approve the DPA;

      approve the DPA with changes;

      decline to approve the DPA; or

      divide the DPA into parts and approve, or decline to approve (each as appropriate)

    Amendments approved by the Minister come into force on the day the approval is published in the Government Gazette.  These amendments are then consolidated into the Development Plan which is then re-published.

    The Minister’s final decision is subject to final review by the Environment, Resources and Development Committee of State Parliament.
