How will changes in future Adelaide Fringe dates impact on public consultation?
Tentative dates for the Adelaide Fringe have been received for 2018-2022. Changes to the proposed Adelaide Fringe dates over the course of the five years, may affect Fringe venue events (Royal Croquet Club, Gluttony & Garden of Unearthly Delights).
In the case of Fringe venue events having to change their dates to align with Adelaide Fringe dates will not be publicly consulted on, however if there are other significant changes to an event, this may at the discretion of Administration, require further consultation.
Pursuant to the Local Government Act 1999, the Park Lands CLMP) outlines Council’s plans for management of its community land.
Community land (under section 193 of the Local Government Act 1999 (the ‘Act’) ‘community land’ includes all local government land (except roads) that is owned by a council or is under a council’s care, control or management).
Under section 196 of the Act a council must prepare and adopt a ‘Community Land Management Plan’ (CLMP) for its community land. A CLMP provides a framework within which the Council can develop a balanced response to current opportunities and address future pressures with respect to the community land and how it is used within its local government area.
A CLMP must identify the community land to which it relates, and the purpose for which that land is held by the council. A CLMP must also state the council’s objectives, policies (if any) and proposals for the management of the relevant community land.
How does the South Australian Motor Sport Act 1984 impact on events in the Park Lands?
The staging of the annual Adelaide 500 motor sport event (commonly referred to as ‘The Clipsal’) is governed by the South Australian Motor Sport Act 1984, under which a declared area, prescribed works period and declared event period is Gazetted annually.The ‘declared area’ includes Rymill Park / Murlawirrapurka (Park 14), Ityamai-itpina (Park 15) and Victoria Park / Pakapakanthi (Park 16).
Administration at the City of Adelaide are advising that there may be circumstances outside Council’s control in which event hirers may be required to relocate their events to alternate site locations or re-engineer their site designs and event licensed area which is currently being consulted on, if the Gazetted declarations require.
These changes will be administered at the discretion of the City of Adelaide without further consultation. Council will not be liable for any loss or damages caused by or in connection with the relocation or any event impact caused by or in connection with the Adelaide 500 event.
Council is seeking feedback on the event management approaches taken to mitigate the effects of each event that is not covered by the Adelaide Park Lands Event Management Plan. These events we are seeking feedback on are listed in Table 1 in the Engagement Pack. The event planning considerations have been included in Attachment A (see Related Documents) with the proposed corresponding event management approaches.
We invite responses from stakeholders on relevant events to gauge support for the events to proceed and whether there are any other measures that could be put in place to lessen the impacts of the events.
Where can I find more information about each event being consulted on and the overall programming for the next five years?
Refer to Attachment A (see Related Documents) for the events that the City of Adelaide is seeking feedback on and information about the event planning considerations.
Attachment B (see Related Documents) shows the proposed programming of events in relevant Adelaide Park Lands from September 2017-December 2022. It contains all events listed in Tables 1 and 2 in the Engagement Pack, plus all other existing event bookings that have been received outside of the multi-year event licence EOI process. It is worth noting that event bookings are accepted on a daily basis and programming is constantly updated.
How will events be processed that are received outside of the multi-year event licence expression of interest opportunity?
If event applications are received outside of the multi-year event licence expression of interest opportunity and require public consultation, a second round of public consultation will occur to consider the new applications.
