O-Bahn City Access Project - Amended - Construction Licence Area Proposal

Consultation has concluded.

Thank you for your input. On 14 June 2016 Council endorsed the provision of an expanded licence area to support the efficient construction of sections of the O-Bahn City Access Project as requested by the Minister for Transport.

The Council also authorized its Chief Executive Officer (CEO) to finalise the amendments to the construction licence.

The Lord Mayor and CEO have since signed the documentation and affixed the Common Seal of the Council effectively authorizing the amendment of the construction licence.

    Under the Local Government Act 1999, Councils are required to formally undertake public consultation for a lease or licence over community land when there is a substantial change of use to the land.

    The O-Bahn City Access Project impacts land under the care, control and management of Adelaide City Council. To allow project works to happen, some areas of the Park Lands have already been transferred to the Minister or licensed to the Minister (Current Construction Licence Plan). This land will be used to support the construction of the tunnel and associated infrastructure, the tunnel portal, and the tunnel ramp and surface road works near Grenfell Street.

    The O-Bahn City Access Project impacts land under the care, control and management of Adelaide City Council. To allow project works to happen, some areas of the Park Lands have already been transferred to the Minister or licensed to the Minister (Current Construction Licence Plan). This land will be used to support the construction of the tunnel and associated infrastructure, the tunnel portal, and the tunnel ramp and surface road works near Grenfell Street.

    At the end of the project, when the tunnel has been built and its exact position is known, it is the intention of the Minister to return all of the land to Council, with the exception of the land used for the O-Bahn tunnel, related underground infrastructure and the section of road from the tunnel portal to East Terrace. The dedication of this land will be returned to park land purposes.

    In addition to the land that has been transferred to the Minister, there are several areas within the Park Lands that have also been licenced to the Minister by virtue of a Construction Licence. These areas are either adjacent to the tunnel corridor or required for the road works or bridge construction. They are being used for site buildings (e.g. amenities, site offices), storage of plants, machinery and materials and temporary stockpiling of soil during tunnel construction.

    • An underground tunnel that passes under Rundle and Rymill Parks and under Rundle Road
    • The tunnel portal and ramp that brings the O-Bahn back up to ground level in Rymill Park to join the normal road network at the junction of East Terrace and Grenfell Street
    • The re-alignment of East Terrace
    • Modifications to Rundle Road
    • A new pedestrian and cycle bridge over the River Torrens adjacent to Hackney...

    The O-Bahn City Access Project impacts land under the care, control and management of Adelaide City Council and the proposed new infrastructure and modifications to land includes:

    In addition to the construction of the O-Bahn infrastructure, the project will:

    • Modify the layout of East Terrace and Rundle Road including modifications to the cross section of Rundle Road to improve pedestrian and cycling facilities as well as modifications to on-street parking layouts
    • Develop a high quality design response to remediate areas of the Park Lands that have been impacted by the project while respecting and enhancing the existing cultural and heritage aspects.

    The request from the Minister for additional space in the Park Lands (See Amended Construction Licence Plan Proposal) will be used to access the tunnel, provide for efficient vehicle movements and provide for service relocations. The additional areas have been requested to reduce the impacts on trees within the Park Lands.

    It is anticipated that the additional areas contained within the Amended Construction Licence Plan Proposal will only be occupied for the following length of tenure:

    • Support bridge area - 8 months
    • Rymill Park South - 12 months
    • Rymill Park North - 5 months
