State Planning Reform - Background Information

The State Planning Commission has released a Discussion Paper on Proposed Changes to Renewable Energy Policy in the Planning and Design Code that proposes new planning policies for South Australia’s renewable energy sector. An infographic on Renewable Energy Policy in SA is also available.

Informal feedback can be provided ahead of the formal consultation on the draft Planning and Design Code which commences later this year. Comments can be forwarded to saplanningcommission@sa.gov.au.

The State Planning Commission has released reports on the outcome of two recent consultations. These summarise the submissions made on the draft Development Assessment Regulations & Practice Directions and Phase One of the Planning and Design Code (Land not Within a Council Area). The State Planning Commission has released a number of papers outlining how the new planning system will protect heritage and character and improve the design quality of the built environment. These policy position papers can be downloaded from either the SA Planning Portal or the document library on this Your Say page.

There will be an opportunity to provide feedback on these policy matters when the next phases of the Planning and Design Code are released on consultation. This is expected to be mid-2019 for regional council areas and late 2019 for metropolitan council areas.

The first phase of the Planning and Design Code: Planning and Design Code in the Outback has been released for consultation.

Consultation on the Code in regional council areas will open in mid-2019 and will move to metropolitan council areas in late-2019.

The State Planning Commission has released the Planning, Development and Infrastructure (General) (Development Assessment) Variation Regulations and several Practice Directions for consultation until 1 March, 2019.

The State Planning Commission has now released the Productive Economy Policy Discussion Paper. This explores four key themes:

• supporting and growing key industries
• linking people to jobs, goods and services
• providing infrastructure to enhance our liveability
• facilitating innovation and enabling investment.

The State Planning Commission has announced that it will lead the establishment of the first generation of the Planning and Design Code and therefore, the conversion of council Development Plans.

The Code will be developed and released in three phases:

• Phase one (mid-2019): introduction of foundational elements of the Code in land not within a council area
• Phase two (late-2019): introduction of the Code and our new ePlanning solution to regional council areas
• Phase three (mid-2020): introduction of the Code and our new ePlanning solution to metropolitan council areas

The State Government has released the What We Have Heard Report summarising the engagement on the State Planning Policies (SPPs) conducted from 16 July to 21 September 2018.

The State Government is seeking feedback on how development in South Australia will be assessed, approved and monitored in the new planning system through the release of three new documents for consultation. These are:

• the Assessment Pathways discussion paper,
• the Performance Indicators discussion paper, and
• the draft Accredited Professionals Scheme.
