Update: 7 February 2020

Planning Reform Implementation Delayed

Today, Planning Minister Stephan Knoll has announced that the implementation of this once in a generation reform will be delayed. This announcement has been made via InDaily today and confirmed by the State Planning Commission with a letter to Councils CEO.

The Planning Minister states that this decision has been based on the advice of the State Planning Commission, from feedback from local government, community and stakeholders (including the Urban Development Institute of Australia).

The change will involve removing the mandated 1 July 2020 date from the PDI Act, and replacing with a provision in the associated Regulations which will enable a new date to be set by proclamation in the South Australian Government Gazette. However, the Minister has indicated that this date will likely by September 2020.

This is an excellent result, as it will allow the state government additional time to refine and test the Planning and Design Code, and give the community, Council and practitioners more time to understand the changes. It will also allow the state government more time to complete the centralised ePlanning solution including possible necessary enhancements. And importantly, it will allow the state government to initiate an effective training program for the new planning system and ePlanning solution and give Council time to prepare and become business-ready before the new planning system is switched on.

Please note, this announcement has not amended the consultation deadline for the Draft Planning and Design Code, with submissions on the Draft Code due 28 February 2020.

Water Sensitive SA is hosting a number of free workshops in early February 2020 aimed at helping the community better understand the urban greening and storm water management policies within the draft Planning and Design Code.

The State Planning Commission is holding a series of community information sessions as part of the consultation on the draft Planning and Design Code. These will take place at locations throughout the metropolitan and greater Adelaide area during November and December 2019. How the draft Code relates to the Adelaide Council area will be covered at the session scheduled for December 12.
