Why aren’t Elder Park and Pinky Flat included in this CLMP?

Elder Park and Pinky Flat, which also form part of Tarntanya Wama (Park 26) were not included in the current review and update. These areas will be addressed in a future stage of the CLMP review by Council.

The CLMP for Park 26 was last updated in 2009. Why has it been so long between reviews?

The CLMP for Tarntanya Wama (Park 26) was not updated in 2013 when the management plans for the rest of the Adelaide Park Lands were reviewed because of the Adelaide Oval redevelopment which was underway during 2012-14. The existing CLMP remains in place until agreement is reached with the Minister in a new CLMP.

How do the policies and proposals of the draft CLMP differ from current uses and activities in Park 26?

As the CLMP has not been reviewed since 2009 much of the content of the present draft reflects arrangements that have been in place for some time, such as allowing small to medium sized events in Creswell Gardens and Pennington Gardens West.

Certain aspects however are proposed future uses. This includes:

    • Allowing up to eight single-day community, cultural or music events a year on Oval No 2, subject to a number of conditions
    • The optional inclusion of modest scaled seating to accommodate up to 100 people adjacent to Oval No 2.

Will the CoA have any say in the staging of events on Oval No 2?

Yes. Among the proposed conditions for the staging of standalone events the Stadium Management Authority (SMA) would need to:

Is the car parking on Oval No 2 being considered as part of this consultation?

As car parking in association with events held at either Adelaide Oval or Adelaide Oval No 2 form part of the conditions under the existing licence between the Minister and the Stadium Management Authority (SMA), they are not included in this consultation.

Will the general community be able to use Oval No 2 for casual recreation?

The community will have access to Oval No 2 when it is not being used for organised sport or the proposed single day events.

Why is seating proposed for Oval No 2?

Adelaide Oval No 2 is one of the city’s principal sporting facilities, however, it lacks seating, shade and shelter.

Allowing the optional inclusion of modest scaled, unenclosed seating to accommodate up to 100 people with some protection from the weather is included in the CLMP in view of:

    • The duration of sporting matches often played on Oval No 2 (e.g. up to six hours a day for first class cricket)
    • The size of the crowds attracted to this oval to watch such events
    • Enabling as wide a section of the community as possible to be spectators.

Will there be any changes to the landscape character of the rest of the Park?

Under the draft CLMP, the character of Creswell Gardens and Pennington Gardens West will be retained and reinforced as garden landscapes by the City of Adelaide. Under the Licence Agreement, the Stadium Management Authority (SMA) will continue to maintain Oval No 2 and Stella Bowen Park to a high standard, consistent with the other areas within the Adelaide Oval Precinct.

Will concerts and other events as large as those proposed for Oval No 2 be allowed in Creswell Gardens, Pennington Gardens West or Stella Bowen Park?

No. Only weddings and small daytime community and cultural events would continue to be permitted in Pennington Gardens West, all of which would need to comply with the requirements of the Adelaide Park Lands Events Management Plan 2016-2020 (APLEMP). The Stadium Management Authority (SMA) will continue to have first rights to use of Stella Bowen Park for activities permitted under the Adelaide Oval Redevelopment and Management Act 2011 (AORM Act), however this does not include standalone concerts and other events.

Are any changes proposed for Light’s Vision?

No. The existing open, ornamental and historic features of Light’s Vision will be retained. As the Adelaide Park Lands Events Management Plan 2016-2020 (APLEMP) identifies Light’s Vision as a potential events space, requests for small social functions and events will be considered on a case by case basis by the CoA events team.
