Why is the City of Adelaide calling for expressions of interest in this area which is used by existing licence holders?
In accordance with the City of Adelaide’s Park Lands Leasing and Licensing Policy, an expression of interest (EOI) process needs to occur before consideration of any new tenure (lease or licence) and/or building project in the Park Lands that effects the longterm use of the Park.
Your submission should be structured as follows and respond to the following assessment criteria:
Details of Organisation
Contact person and details for the EOI
Name of lead proponent
Names of all other parties / user groups associated with the proposal ie clubs/groups that you would be looking to share the facilities with (either via sub-licence or through a casual use agreement)
Indication of whether the lead proponent has a relationship with other parties identified in the proposal
Area interested in – ie – all of the identified facilities or part thereof – indicate on map provided on page 2 of the Expression of Interest: Sporting Facilities in Mirnu Wirra (Park 21 West) document
Current membership numbers (participants only - not social members)
Details (name/address) of grounds/facilities currently used by the groups identified
Statement regarding why relocation is desired
Details of current lease/licence (or other arrangement) for existing grounds/facilities including expiry dates.
Assessment criteria
Submissions will be assessed on the degree to which they meet the following criteria.
Applicants are required to address these criteria when preparing a submission:
Diversity
The proposed use should include:
A diverse offering that is complementary with existing sports and recreation offerings in the City
Opportunities for different ages and genders to participate
Opportunities for people from diverse cultural backgrounds and with a range of abilities
Opportunities for community sport/participation.
Utilisation
The proposed use should demonstrate:
Optimal utilisation of the facilities including day time and night time scheduling.
Shared Uses and Spaces
The proposed use and associated infrastructure should consider:
Broader community benefit including informal recreation and sporting opportunities
Co-existing with and complementing informal recreational opportunities currently available in Mirnu Wirra (Park 21 West)
The consolidation of existing buildings and hardscape areas into new fit for purpose built facilities, which sit comfortably in the Park Lands landscape.
Well-managed Facilities
The management structure (either operating solely or as a combined management committee, possibly with sub-lessees who contribute to the diverse sporting opportunities) should support the proposed activity.
The proposal should demonstrate:
Financial viability and capacity
Experience in managing facilities
A sound governance / management model
An ability to partner with the City of Adelaide to develop new and improved community sporting facilities.
Community sporting organisations (including educational institutions) can enter into lease / licence negotiations with the City of Adelaide to provide diverse, community level sporting and athletic facilities in Mirnu Wirra (Park 21 West) if they:
Provide for local or regional level sport, rather than elite level
Can demonstrate year-round use
Provide sporting activity which complements and co-exists with the informal recreational activity occurring in Mirnu Wirra (Park 21 West)
Are not-for-profit, incorporated bodies
Can operate solely or form a combined management committee possibly with sub-lessees who contribute to the diverse sporting opportunities
Can partner with the City of Adelaide to develop new built form facilities which support the outdoor based sporting use
Provide an indication of the type and scale of supporting built form infrastructure required to support the proposed use
Can demonstrate:
Financial viability and capacity
Experience in managing facilities
A sound governance / management model
An ability to partner with the City of Adelaide to develop new sporting facilities (if desired)
