Project Information
Purpose
A strategic aim of the City of Adelaide is to enhance the role of the Park Lands in increasing levels of physical activity and wellbeing through formal and informal sport and recreation opportunities. To support this aim, Council is offering seasonal hire agreements for the facilities within Victoria Park / Pakapakanthi (Park 16). Interested organisations need to submit an expression of interest form for proposed use during 2024/25. Council will confirm allocations in late January 2024.
Background
The Master Plan for Victoria Park was adopted in 2008 with the vision to:
‘Create a vibrant, flexible and sustainable recreational open space within the iconic Adelaide Park Lands to serve all South Australians, supporting a variety of community activities whilst preserving the unique landscape and heritage qualities of the place.’
The Master Plan included an extension to the Criterium Track and the creation of the Premium Sports Field to facilitate a variety of events from the Adelaide 500 and 3-day Horse event to sporting matches and carnivals, and the creation of a series of sports fields to the south of the park
Benefits of the Project
Optimal use of Victoria Park / Pakapakanthi facilities resulting in an increase in use of and access to the Adelaide Park Lands, supporting the Thriving Communities outcomes of the City of Adelaide’s Strategic Plan 2020-2024.
Project Impacts
All requests for formal use of the Criterium Track, Premium Sports Field and the southern sports fields need to be submitted as part of this expression of interest process. Any additional requests outside of this process will be treated as a casual booking, subject to availability and charged accordingly.
Victoria Park / Pakapakanthi (Park 16) is a dedicated event space which will, on occasion, impact on the use of facilities, particularly the Premium Sports Field and Criterium Track during the summer season.
Following are events already proposed for 2024, which will impact on the use of facilities on the dates listed and usually dates around the actual events for setting up and taking down associated infrastructure and remediation:
18-21 April 2024 – Adelaide Equestrian Festival
14-16 June 2024 – Uni SA HPV Super Series – Pedal Prix
14-17 November 2024 - Adelaide 500
Facilities Available
Criterium Track
The Criterium Track is a 1.3km race-track predominantly used for cycling during the summer months. It can be broken into two loops, the pit straight and the front straight which are both approximately 1.2km in length. The track is available all year round with limited access during major events in the park. Organisers of race events on the track are responsible for closing the track and providing appropriate signage and marshals to inform the wider community that the track is closed for an event.

Premium Sports Field
The Premium Sports Field is located adjacent to the Heritage Grandstand and is bordered by the Criterium Track. The field is approximately 120m x 85m and has flood lighting. The Heritage Grandstand features two accessible change rooms with toilets and showers and public toilets located at the back of the grandstand. The Premium Field has capacity to accommodate two senior soccer matches or four junior matches (based on soccer, subject to change depending on sport and its impact) per week and up to five hours of training. Goals and line marking will not be provided by Council. During the summer season, cycling takes precedence over the use of the Premium Sports Field and the field cannot be used for ball sports when programmed cycling training or racing is taking place.

Southern Sports Fields
These fields are home to three hard wicket cricket ovals (areas A, B and C) and use of these ovals for winter cricket will also be considered. In addition to cricket, the southern sports fields can also be split into three full size soccer pitches (100m x 65m) and one three-quarter size pitch (75m x 45m). Public toilet facilities including three unisex toilets (one with disability access), two locked change rooms with toilets and showers and a storage area are available for use. To maximise use of the area, we will consider dividing the space for multiple groups. These fields will each have capacity to accommodate 3 hours training and two matches per week (using the sport of soccer as an example) with preferred usage being for U13s. Goals and line marking will not be provided by Council and the hard cricket wickets are not covered in winter

Submissions must be received or postmarked by: 5pm, Wednesday 20th December 2023. Late applications will not be considered.
