Background infomation

In April 2016, Council initiated a policy review of the former Channel 9 site following a submission by a prospective developer, Tynte Street Development Pty Ltd, which indicated a desire to retain and restore buildings of heritage value on the site while replacing others of more recent origin with apartments. The proposed review was endorsed by the Minister for Planning in June 2016. The draft DPA was endorsed by Council on 12 July 2016 as a basis for public consultation.

Stage 1: Public Consultation

The DPA was released for consultation on 4 August 2016. Consultation closed on 29 September 2016. We received 23 public submissions, 3 government agency submissions, as well as 8 verbal submissions at the Public Hearing held on 10 October 2016. You can read the written submissions received here.

Stage 2: Post-Consultation Review

All submissions were carefully considered and additional investigations were undertaken as part of a post-consultation review. Changes were made to the DPA with consideration given to feedback received and the results of further investigations into traffic and built form.

Stage 3: Reporting and Ministerial Approval

The DPA was finalised and presented to Council for its endorsement on 28 February 2017. To view the Draft DPA as endorsed by Council, with results of further investigations and responses to public submissions, please refer to the Committee report:

On 15 March 2017, the Minister for Planning wrote to Council requesting changes to the DPA. You can view the Minister’s letter here. On 11 April 2017, Council endorsed a response to the Minister’s requested changes. In respect to this response, read the Committee report here:

Stage 4: Gazettal

The Minister approved the DPA after making changes to policy provisions around height. The DPA came into effect on 30 May 2017.
