What are environmental impacts of a helipad in the Adelaide Park Lands?

Helipads have varying degrees of environmental and social impacts due to the nature of the activity. The chosen location has fewer environmental, planning and social issues than other locations within the City. The development of the helipad will require the impacts of the site on the surrounding areas to be mitigated and minimised. The full environmental impact report is available here

What will be the flight paths and operating hours?

The flight paths, where possible, will be over the Adelaide Park Lands and minimised over the City and North Adelaide. Helipad operations  will be restricted between 11pm and 6am in line with Adelaide Airport curfew regulations, with most flights occurring during day light hours. 

Is there any risk to public safety?

All helipad take-offs and landings will be regulated by and will meet the Civil Aviation Safety Authority (CASA) requirements.

When would the Helipad be constructed?

Subject to this consultation process, the helipad is anticipated to be constructed in 2017/18 financial year.

When will the Helipad be operational?

It is anticipated that the helipad will be operational in 2018.

What are the key proposed lease terms?

The key terms of the draft lease between the City of Adelaide and the preferred operator or consortia will include (but not be limited to): 
  1. rent based on an independent market review and to be negotiated between the preferred operator or consortia
  2. the majority of helicopter flights to occur during daylight hours with limited operation outside of these times
  3. maintenance and use conditions tailored to the helipad functions
  4. no assignment, transfer or subletting without consent of Council
  5. a requirement for the Lessee to comply with the City of Adelaide approved designs and master plans for the Adelaide Park Lands
  6. a requirement to comply with the Clearance Zone Guidelines aimed at maintaining natural air flows and surface temperatures around the facility as detailed in the Development Act 1993 and relevant Development Plan
  7. the helipad site being available to be used by any accredited helicopter operator with the facility and flights managed by the operator or consortia.

What is the City of Adelaide’s role in this project?

The City of Adelaide is providing a small portion of land, west of Morphett Street Bridge (via a leasing arrangement) to the preferred operator or consortia to develop a commercial Helipad. The preferred operator or consortia will be covering all costs associated with this project, and the City of Adelaide will not be offering any financial support.

What happens to my feedback?

A summary of all the feedback received will provide Council with the necessary direction on how the lease proposal will proceed.

Please ensure that comments relate to the lease document and project to develop a helipad, as this will assist Council with the decision-making process. 

How will I be notified of the decision of Council?

Once a decision has been made by Council, a copy of the resolution will be uploaded to the Your Say Adelaide webpage, together with links to the agenda and minutes of the Council Meeting.
