Update: 22 September 2021

Following consultation on the Options Paper and pursuant to section 12(8a) of the Act, the City of Adelaide has prepared a Draft Representation Review report (the Report) which details the outcome of public consultation undertaken on the Options Paper. Consultation on the Report will be open from 24 September - 5pm, Friday 15 October 2021. Click here for more information.

Project Information

The City of Adelaide conducted public consultation between March and May 2021 on Stage 1: Representations Options Paper, as part of a broader Representation Review. The purpose of the Review, which is required every eight years, is to determine whether a change of arrangements is required in respect to elector representation to ensure that the electors of the City of Adelaide are adequately and fairly represented. The Representation Options Paper has been revised (July 2021) as a result of feedback received during the March / May 2021 consultation. The revised Representation Options Paper has been prepared to test three preferred options.

Pursuant to the provisions of section 12(7) of the Local Government Act 1999, notice is hereby given that council has prepared a revised Representation Options Paper for public consultation. The revised Options Paper examines and seeks public input on the advantages and disadvantages of the three preferred options taking into account the feedback received from the previous round of consultation.

Background

The Representation Review (the 'Review') process requires each Council to undertake a review of all aspects of its composition and the division (or potential division) of the Council area into wards. The Review must be completed in accordance with the requirements of Section 12 of the Act to ensure fair and equitable representation of all City of Adelaide electors.

Stage 1 of the Review is the preparation of a Representation Options Paper, which examined whether Council’s current structure provides the most beneficial structure for representation of its community, and whether those communities would benefit from changes to the composition, size or Ward structure of the Council.

What does this Review include?

How the principal member of Council is elected ie:

  • whether it should be a Lord Mayor elected by the community, or
  • a Lord Mayor selected by (and from amongst) the elected members;

The Representation Options Paper broadly examines the matters required under section 12(6) of the Act, specifically:

  • whether the City of Adelaide community would benefit from an alteration to its composition or Ward structure, and
  • the advantages and disadvantages of the various options available to Council, and because the City of Adelaide has Wards, whether the division of the area into Wards should be abolished, and
  • how each option relates to the Principles under section 26(1)(c) and the matters referred to in section 33 of the Local Government Act 1999
