The City of Adelaide has also been working closely with Volleyball SA on alternative locations to ensure that a beach volleyball facility continues within the city. As a result of these discussions and feedback received from the public during consultation, Council approved on 11 May 2021 the repurposing of a section of the former netball courts in Bonython Park/Tulya Wardli (Park 27) for a new beach volleyball facility. This approval was subject to Volleyball SA receiving sufficient funding to complete the project.

The relocation of beach volleyball to Bonython Park/Tulya Wardli (Park 27) supports Council’s Strategic Plan action to ‘leverage the Adelaide Park Lands to promote health, wellbeing and lifestyle experiences’. The proposed site is well serviced by public transport and parking and would enable city workers, residents and other community members to continue to play and enjoy beach volleyball in the city.

The City of Adelaide will continue to work with Volleyball SA to support their efforts to secure State Government funding for a new volleyball facility within Bonython Park/Tulya Wardli (Park 27).

We wish to acknowledge that we received significant interest as part of the public consultation process for the proposed revocation of this land and we thank all respondents for their submissions.

At its meeting on Tuesday, 11 May 2021, Council considered the public feedback received including concerns expressed by respondents. In this regard, respondents were particularly concerned with the potential loss of the existing beach volleyball facility. A summary of the issues raised within submissions received and Council’s responses can be viewed by clicking here.

In response to feedback received Council approved on 11 May the repurposing of a section of the former netball courts in Bonython Park/Tulya Wardli (Park 27) for a new beach volleyball facility. This approval was subject to Volleyball SA receiving sufficient funding to complete the project and further consideration of the design of amenities and landscaping around a new facility. The relocation of beach volleyball to Bonython Park/Tulya Wardli (Park 27) supports Council’s Strategic Plan action to ‘leverage the Adelaide Park Lands to promote health, wellbeing and lifestyle experiences’.

In this regard, Council considered that concerns raised had been sufficiently addressed including by way of its decision to support a new site for Volleyball SA within the Adelaide Park Lands. Further feedback received from the public consultation will inform the proposed sale and redevelopment of the land.

Council will now proceed to submit the proposed revocation with a report on all submissions made during public consultation to the Minister for Planning and Local Government, in accordance with Section 194(3)(a) of the Local Government Act 1999 (SA).

Should the Minister for Planning and Local Government approve the revocation a further decision of Council will be required to finalise the revocation of the community land classification.


Project background and information

The land at 211-217 Pirie Street, Adelaide, known as the Pirie Street Volleyball Courts land, accommodates a beach volleyball facility and is owned by the Corporation of the City of Adelaide.

Council is proposing to offer the Pirie Street Volleyball Courts land for sale and redevelopment by way of an open expression of interest/ tender process. The sale of the land will enable a mixed-use development supporting catalytic investment within the City East precinct.

The Pirie Street Volleyball Courts land is classified as community land. Land that is community land cannot be disposed of (i.e. sold or transferred) unless it has been revoked from the classification as community land pursuant to Section 194 of the Act, which requires public consultation.

At a meeting on 15 December 2020, Council resolved to proceed with the process to revoke the Pirie Street Volleyball Courts land from its community land classification.

The sale of the Pirie Street Volleyball Courts land will require the relocation of the existing beach volleyball facility. The City of Adelaide will assist in a facilitation role to connect Volleyball SA with potential relocation opportunities.
