What can we apply for in the 2019 Winter Season?

Premium Sports Field – Matches and training for five or ten weeks between 1 April – 1 September 2019.

Southern Sports Fields – Matches for ten or twenty weeks between 1 April – 1 September 2019.

Criterium Track – Ten or twenty sessions (races and training dates up to 4 hours long) from 1 April – 31 December 2019.


What is Council looking to achieve?

The main aim for the City of Adelaide is to activate Victoria Park / Pakapakanthi with sporting activities, the following principles will inform the selection process.

  • Priority will be given to City based sports organisations, and education institutions
  • Priority will be given to community sporting activities over elite sporting activities
  • Activities that are complimentary to the Victoria Park / Pakapakanthi facilities and sports pitch carrying capacity
  • Activities that target people from underrepresented groups


Who is eligible to apply?

Applications will be considered from:

  • Organisations or groups that are legally constituted as an incorporated association
  • Not for profit companies limited by guarantee
  • Aboriginal and Torres Strait Islander Corporations (under the Aboriginal and Torres Strait Islander Act 2006)
  • Educational Institutions
  • Commercial Organisations and Social Enterprises demonstrating a clear benefit for the community

  • Evidence of $20m public liability insurance


What is the selection process?

All applications will be assessed against the following criteria:

Community Benefit (30%)

  • The application is for community level sport (15%)
  • There is significant demand for the sport(s) (10%)
  • Number of participants per session (5%)
  • Whilst not exclusive, the application caters for City residents or people from underrepresented groups (5%)

Activation (40%)

  • The application results in the facilities being used frequently (10%)
  • The activities complement the existing facilities and sports pitch carrying capacity in Victoria Park /Pakapakanthi (15%)
  • The dates/days/times requested don’t clash with other activities/events (10%)
  • The application does not adversely impact on residents or other users of the park. (5%)

Management/Governance/Risk (30%)

  • The applicant is a City based sports organisation or educational institution (10%)
  • The applicant is a not for profit organisation or educational institution (10%)
  • The applicant is financially reliable and has no outstanding debt or grant acquittals with Council (10%


Can all applicants be successful with applications?

This will depend on the number of applicants and their suitability to the assessment criteria.  The City of Adelaide retains sole discretion as to who it offers hire agreements.


Am I required to undertake the maintenance of the hired facilities?

No, Council will be responsible for maintenance of the facilities.


How much will it cost to hire the requested facilities?

The following fees will apply subject to Council endorsement on 1 July 2019. Any bookings in addition to those included in the hire agreement will be charged as a casual booking (facility dependant) and may incur a separate booking fee.  Fees will be applied per number of sessions. Sessions are up to 3 hours each.

E.G. An organisation applying to use the criterium track for 10 sessions on a Tuesday and 10 sessions on a Thursday will be charged the 20-session fee.  An organisation applying to us the track for 20 sessions on both a Tuesday and Thursday will be charged the 20-session fee twice.

Can the changing rooms be hired for single events or for single weeks?

Yes, the change rooms will be available to book for one off events or casual bookings, however these won’t be considered as part of this registration of interest process. Please apply separately through the Park Lands Booking Form.


Can I park my car in or on Vic Park / Pakapakanthi when hiring facilities?

No, hire agreements do not permit organisations to park their car on the Park Lands:, all users will be required to use the available on-street parking.  Vehicle access permits (enabling loading and unloading of equipment) may be issued upon request.


I want to use the Sports Fields in the Summer; can I apply now?

No, a separate registration process will take place for the summer season with registrations opening in July 2019.


Can I book the Criterium Track beyond December 31, 2019?

No, criterium track bookings for Jan-March 2019 will need to be submitted as part of the summer season registrations in July 2019.

Can I apply for the Premium Field?

No, due to the major events and criterium track racing seasons, only casual bookings will be accepted for the premium field. Casual bookings require submission of the Park Lands Booking Form.

Expressions of interest for a licence to use a Victoria Park / Pakapakanthi Sports Field for up to three years

What can be applied for?

A 3-year licence for the use of a Southern Sports Field located on the eastern side of Victoria Park/ Pakapakanthi which can be used for training and matches year-round.


What will Council be looking for?

Council wants to activate Victoria Park / Pakapakanthi with sporting activities. During the selection process priority, will be given to:

  • City based sports organisations, and education institutions
  • Community sporting activities over elite sporting activities
  • Activities that are complimentary to the Victoria Park / Pakapakanthi facilities.


Who is able to apply?

Applications will be considered from:

  • Organisations or groups that are legally constituted as an incorporated association
  • Not for profit companies limited by guarantee
  • Aboriginal and Torres Strait Islander Corporations (under the Aboriginal and Torres Strait Islander Act 2006)
  • Educational Institutions
  • Commercial Organisations and Social Enterprises demonstrating a clear benefit for the community


How to apply?

Please read the remainder of the EOI Document: Victoria Park / Pakapakanthi Sport Field for guidance before commencing the application process. Your application should be structured as follows and respond to the following assessment criteria (below):

1.  Details of Organisation

  • Contact person and details for the EOI
  • Name of lead proponent
  • Names of all other parties / user groups associated with the proposal i.e. clubs/groups that you would be looking to share the facilities with (either via sub-licence or through a casual use agreement)
  • Indication of whether the lead proponent has a relationship with other parties identified in the proposal
  • Current membership numbers (participants only - not social members)
  • Details (name/address) of grounds/facilities currently used by the groups identified
  • Statement regarding why relocation is desired
  • Details of current lease/licence (or other arrangement) for existing grounds/facilities including expiry dates.
  • Evidence of $20m public liability insurance.

2.  Diversity

The proposed use should include:

  • Multiple clubs and teams/activities
  • A diverse range of contemporary outdoor based sporting and athletic activities provided
  • Opportunities for different ages and genders to participate
  • Opportunities for people from diverse cultural backgrounds and with a range of abilities
  • Local or regional level sport, rather than elite level.

3.  Utilisation

The proposed use should demonstrate year-round use through an indicative seasonal schedule.

4.  Shared Uses and Spaces

The proposed activity should:

  • Accommodate general community use (i.e. non-club members)
  • The sporting activity complements and co-exists with the informal recreational activity occurring in Victoria Park / Pakapakanthi

5.  Well-managed Facilities

The management structure (either operating solely or as a combined management committee, possibly with sub-lessees who contribute to the diverse sporting opportunities) should support the proposed activity.

The proposal should demonstrate:

  • Financial viability and capacity
  • Experience in managing facilities
  • A sound governance / management model
  • An ability to partner with the City of Adelaide to develop new sporting facilities.


Can all applicants be successful?

No, due to the maintenance requirements, only one applicant will be offered a licence.  Other applicants may be encouraged to sub licence.  The City of Adelaide retains sole discretion as to who it offers licences.  Council reserves the right to not allocate a licence to any applicants.


Is my organisation required to undertake the maintenance of the licenced area?

Yes, the successful applicant will be responsible for maintenance of the facilities, any standard line marking required and installation of goals. A fortnightly mow by Council can be negotiated.


How much will it cost my organisation to maintain the fields?

Council recommends any interested organisation undertakes an inspection of the sports fields and gets quotes from reputable sports pitch/turf companies to establish the costs involved with the maintenance of the grounds.


Will my organisation be responsible for irrigation of the fields?

Yes, the irrigation system is linked throughout the park but a suitable program can be adopted to meet requirements.  A fee for water usage will be negotiated with the successful applicant. 


Are goals and line marking provided as part of the licence?

No, the successful applicant will be responsible for installing required goals and carrying out regular line marking. Approval will be required from Council before any goal installation or line marking can take place.


Will my organisation have access to the change room facilities located within the Southern Sports Fields?

Yes, you will need to hire these separately on a seasonal basis for $1,500 including cleaning fees.  This facility has public toilets which will be open during daylight hours and will be accessible to the successful applicant. 


Are there any storage facilities?

The new changeroom building will have a storage area that can be accessed if hiring the facility.


How much will it cost my organisation to licence the requested facilities?

The following fees will apply subject to Council endorsement on 1 July 2018.

Will my organisation have exclusive use of the field?

Yes, the successful applicant will have exclusive use during their licenced period e.g. 3- 6 pm on a Thursday.  The general community will be able to access the field outside of these times. 


Can my organisation sub licence the field to other clubs?

Yes, with approval form Council.  Any plans to do this should be highlighted in your submission.


Can we build our own club house and install lighting on the field?

There are currently no plans to build any facilities in addition to the new changeroom and public toilet. Council would not currently support any new buildings.  Lighting is not planned but would be considered, the successful applicant would have to seek development approval.


Can I park my car in or on Victoria Park / Pakapakanthi when licensing facilities?

No, licences do not permit organisations to park their car on the Park Lands, all users will be required to use the available on street parking.  Vehicle access permits (enabling loading and unloading of equipment) may be issued upon request but are not likely to be supported given the significant community use of Victoria Park / Pakapakanthi.

Can I book the Criterium Track beyond December 31 2018?

No, criterium track bookings for Jan-March 2019 will need to be submitted as part of the summer season registrations in July 2018.
