Why is Council consulting on this lease?

    Lease consultation is a statutory requirement under the Local Government Act (SA) 1999 when the term of the lease is greater than 5 years. This lease is for 21 years.

    Why does CPH Group require a long-term lease for the Rymill Park Kiosk?

    As per the Adelaide Park Lands Management Strategy, this operator will provide a commercial service that supports the use and enjoyment of the Adelaide Park Lands. A 21-year lease agreement allows the operator to plan for the future and obtain a return on their capital investment.

    How will this long-term leasing arrangement affect my use of Rymill Park / Murlawirrapurka (Park 14)

    It is anticipated that the long-term lease and its associated uses will not change how the community currently experiences this area of the Park Lands.

    What are the development outcomes proposed for the kiosk?

    The proposed development outcomes sought for the kiosk include:

    • the internal space of the kiosk will be reconfigured,
    • a new back extension will provide an area for new toilets and improved ‘back of house’ area.

    Other improvements to the Kiosk include:

    • a deck to the front of the Kiosk,
    • a roof over that deck to provide year-round serviceability and
    • improved lighting and paving around the Kiosk.

    Will the Kiosk still operate as a Kiosk, or will it be something different?

    The draft lease agreement allows the Kiosk to continue to operate as a Kiosk with additional uses extending to a café/restaurant and an event/function space.  The provision of additional uses has been purposely designed to allow flexibility of trade so that the business can be flexible and adapt to change.
