The Adelaide City Council has received an application from Tandanya National Aboriginal Cultural Institute for the use of Rymill Park / Mullawirraburka Extension to enable the Spirit Festival. It is anticipated that the performance space will attract approximately 3,000 people daily. Opening hours are proposed from 6:00pm to 11:00pm Friday 24 February, 11:00am to 11:00pm Saturday 25 February, and 11:00am to 10:00pm Sunday 26 February.

The Spirit Festival is an Aboriginal and Torres Strait Islander arts and cultural festival featuring traditional ceremonies and contemporary dance, live music, workshops, forums, and a visual art fair. The event is alcohol free and is promoted as a family friendly event.

This festival is a low impact event, following Adelaide City Council's Noise Mitigation Standard Operating Procedures (SOPs). The staging positioning and orientation are designed to have the least impact on residents, with the organiser ensuring residents and businesses are aware of the event well in advance, as per the Noise Mitigation SOPs. The event hours are consistent with a family event.

Infrastructure includes temporary fencing, staging & marquees.
