Consultation has concluded

Project Information

This Project is the second stage of the Whitmore Square Master Plan (the 'Master Plan') - see Background below. 

Stage 1 of the Master Plan implementation saw safety improvement works undertaken at the northern end of Whitmore Square. The aim of stage 1 is to improve the level of safety for all road users, including pedestrians, cyclists and motorists. The works included the implementation of;

  • Improved footpath/road/cycle lane layout and arrangements.
  • A wombat crossing connecting the central traffic island to the park
  • Signalised road crossings for pedestrians and cyclists

Complementing the above will be improved public lighting in the northern area which SA Power Networks will be undertaking on City of Adelaide’s behalf in the coming months.

The focus of The Whitmore Square Perimeter Path and Greening Project is to develop the action identified in the Master Plan to “create a green and pedestrian friendly edge” by building a new perimeter footpath, and planting large deciduous trees and garden beds around the edge of the Square between Sturt Street on the eastern side and heading north around the Square to Sturt Street on the western side. These improvements will create an attractive and welcoming environment that will make the Square a cleaner, greener, and safer for the community to enjoy - see below:


Construction is expected to begin shortly, and will be completed by the end of 2021 (conditions permitting).

During construction:

  • access to the public toilets, basketball court and general access will be maintained
  • no road closures are foreseen. Any short-duration traffic lanes closures will be limited to off-peak traffic periods
  • the Shaun Kirby Voyagers artwork will be enhanced with landscaping.

    The design for the Master Plan was developed and shaped through an intensive community consultation process. The feedback received indicated good support for the draft Master Plan. The feedback also provided valuable information on key aspects where there are mixed views.

    The feedback helped us refine elements of the draft plan for improvement and identify important considerations to address in the detailed design phase. Click here to view a two-page Short Guide summary.

    Overall the Master Plan establishes: a high-level vision for the future of Whitmore Square, and a plan for improvements to achieve that vision; and a framework for planning and design that will: help to guide future works, help the public visualise the square’s potential, and enable the City of Adelaide (CoA) to plan and implement staged improvements.

    Delivery of the Master Plan will be progressed over a number of years through asset renewal and succession planting and improvements subject to Council’s annual budgeting and funding process.
