Motorcycle Parking on Footpaths Trial

Consultation has concluded

Consultation was undertaken between 26 September and 21 October 2016. The key aims of the consultation were to:

•Seek feedback (support/non-support) from adjacent businesses, property owners and users of the trial sites.

•Seek ideas on possible new locations.

Key consultation outcomes include:

•172 responses received.

•96% of responses showed support for the trial motorcycle parking on footpath locations, with 2% being neutral and 2% not supporting.

•A number of new locations to consider were suggested, and will be explored.

As a result of the trial success, and in line with the Smart Move Interim Action Plan 2016-18 action 2.5 Identify and implement opportunities to encourage motorcycle and scooter parking initiatives, further motorcycle parking on footpath locations will be explored on an annual basis.

New locations will be installed in accordance with Council’s on-street parking ‘consultation’ policy, in addition DPTI approval for the locations will be required as motorcycle parking on footpaths is non-standard practice in South Australia. Elected Members will be notified of new motorcycle parking on footpath locations as part of the Out of Session Papers prepared on other on-street parking changes in the city and North Adelaide.

    Council has requested staff to investigate and trial motorcycle and scooter parking on designated footpaths areas to cater for existing parking demand, and to also encourage more people to come into the city by motorcycles and scooters.

    Council has been working with the Department of Planning, Transport and Infrastructure (DPTI) and SA Police (SAPOL) to setup the trial, given it is not currently practiced in South Australia.

    Guiding principles have been adopted in identifying locations that may be suitable for motorcycle and scooter parking on footpaths:

    • Only where there are low pedestrian volumes.
    • Not located along a pedestrian desire line impeding on pedestrian mobility. .
    • Where there is demand for motorcycle and scooter parking (office/commercial precincts).
    • Where the space is in essence considered left over space with low potential for other uses.
