1. What is Adelaide City Council’s involvement in the project?

Although the O-Bahn City Access Project is a project that is managed and funded by State Government, Adelaide City Council have care, control and management of some of the Park Lands and surrounding roads that will be impacted by the project.

Adelaide City Council has provided conditional support for the project and to ensure that the project delivers outcomes that are beneficial to the City the Council and its administration are working collaboratively with the Minister and the project team.

2. Why is the public being consulted at this stage?

Under the Local Government Act 1999, before a Council grants a lease or licence relating to community land (such as the Park Lands), it must follow the relevant steps set out in its public consultation policy.

3. There’s already been a lot of consultation, is this going to be the final chance to have my say?

In addition to this consultation, Council has consulted the public on changes to some of the roads in the area, including closing a section of East Terrace and an underground portion of Rundle Road and opening a new section of East Terrace (which has the effect of realigning East Terrace). This process is governed by the Roads Opening and Closing Act and is separate to the consultation on the Licence. When the road consultation has concluded the results will be published through a Council report.

4. What will happen to my feedback?

Feedback that is related to the proposed licence will be provided to Council for their consideration prior to any decision to enter into a licence with the Minister.

5. How large is the area to be transferred to the Minister?

Approximately 24,000 square metres (based on preliminary plans only, final area to be confirmed).

6. Why does the area need to be transferred to the Minister?

As the Minister for Transport is responsible for the O-Bahn City Access Project, the proposed temporary transfer of the care, control and management of the area of Park Land needed to accommodate the construction works will ensure the Minister can comply with all legal requirements arising from the undertaking of the project.

7. Will the Minister keep this land at the end of the project?

All of the land will be returned to the care and control of Council with the exception of the underground tunnel and associated infrastructure and the section of road that connects the portal to East Terrace.

8. How large is the area that the construction licence will cover?

Approximately 36,500 square metres (based on preliminary plans only, final area to be confirmed once the contractor has been selected for the project).

9. Will any trees have to be removed?

A number of trees will be impacted as a result of the O-Bahn City Access Project. Several trees that will be impacted meet the ‘Regulated’ and ‘Significant’ size criteria under the Development Act 1993.

Any ‘Regulated’ or ‘Significant’ trees proposed to be removed or impacted by the project will require approval from the Development Assessment Commission (DAC).

Impacts to other vegetation will require approval in accordance with the DPTI Vegetation Removal Policy and this will be obtained prior to vegetation removals.

10. What will happen to the fountain, memorial items and items of public art that may be impacted?

Due to the realignment of East Terrace between Bartels Road and Grenfell Street, the fountain in this area will need to be relocated as part of the project works. A detailed plan of these works will be developed collaboratively with the DPTI Project Team, the successful contractor and Adelaide City Council.

There are several memorial items and items of public art that may be impacted by the work and they will require protection and/or relocation during the project works. Careful management of these items will be required including consultation between the DPTI Project Team, Adelaide City Council and the relevant artist or community members as required.

11. How much of the area to be used for construction will be unavailable to the public?

The DPTI Project Team will work closely with the contractor and Adelaide City Council to stage the works to allow as much public access to the Park Lands as possible during construction, in particular, to allow for key community events to occur.

The whole licence area will be utilised during construction (outside of key event times) and areas may be progressively released once construction works are completed and the area is safe and suitable for public access.

12. Will these areas still be able to be crossed by foot or by bicycle?

There will be some obstructions to foot, bike, bus and motor vehicular traffic during construction which is likely to result in some delays. Access to all sites throughout the construction process will be planned to minimise impacts on local businesses and access maintained whenever possible.

Alternate City access routes will be promoted during the construction phase through directional signage, traffic / pedestrian management where applicable, community consultation, information services etc. Notifications of access impacts to businesses and the community may also be provided by the project team as required.

13. Will the public toilets be able to be used?

Yes, the public toilets are outside of the proposed licence and construction areas, so should remain operational throughout the project.

14. Will the kiosk and the playground be available?

No impacts to these areas and facilities are anticipated, however, construction activities will be occurring adjacent to these areas which may have some indirect effects on the amenity of these facilities at times. The DPTI Project Team will endeavour to keep these impacts to a minimum.

15. When will the areas used for construction be returned to Park Land?

Upon completion of the project and remediation works (anticipated in the second half of 2017).

16. What will these areas look like after the work has been done?

 All surface areas within the Park Lands that will be returned to the care, control and management of Council will be appropriately landscaped in consultation with Adelaide City Council.

These concept plans will be further developed through the design phase of the project.

17. What will happen to Rundle Road during construction? Will I still be able to drive along it and park there?

Rundle Road will be kept open to traffic wherever possible during construction. Traffic lane restrictions and (if required) closures will apply to allow the safe construction of the tunnel and modification to Rundle Road. Staged parking restrictions will apply along Rundle Road during construction but will be kept to a minimum.

18. What will happen to traffic in this area and where will I be able to get information on traffic delays?

Access to all sites throughout the construction process will be planned to minimise impacts to parking and on local businesses with access maintained whenever possible. Alternate City access routes will be promoted during the construction phase through directional signage and traffic/pedestrian management, community consultation and information services.

Notifications of access impacts to businesses and the community may also be provided by the DPTI Project Team as required.

The DPTI project team will provide information regarding traffic changes/impacts to the public through a range of channels, including:
 Directional signage and traffic / pedestrian management will be in place where applicable.

19. Will I still be able to get my usual bus at my usual bus stop?

The two existing bus stops on the eastern and western sides of Hackney Road will be retained, although the exact location of these two stops may be altered slightly to ensure safe access. Should they be required to be closed (at their current location) for short periods of time, while works are occurring nearby, passengers will be redirected to the nearest stop or to a temporary bus stop nearby. Any temporary changes to bus stop operations will be communicated to the public in advance to minimise any inconvenience.

There will be some disruption to O-Bahn services and passengers during the construction phase of the project. Construction will be carefully planned to minimise the impact wherever possible and details will be communicated to passengers as they become available.

20. I own a business on East Terrace, will people still be able to get to my premises?

Access to East End businesses will be maintained during construction and impacts on local businesses minimised throughout the construction process.

It is important to note that there will be construction activities occurring adjacent to these areas which may have some indirect effects on the amenity of these facilities at times. The DPTI project team will endeavour to keep these impacts to a minimum.

21. What will happen to the events that are normally held in these areas?

During 2016 events will largely continue in their normal location until the end of March. For any events scheduled after March 2016, the Adelaide City Council events team will work with the event organisers to determine the best possible location on an event by event basis.

In terms of events such as weddings, some sections of Rymill Park will remain open throughout the construction period, however construction activities will be occurring adjacent to these areas which may have some indirect effects on the amenity of these facilities at times. The Events Team at Adelaide City Council will be able to provide advice on a case by case basis.
