Update: CLMP has now been Finalised (August 2021)

Council adopted the Community Land Management Plan for the Adelaide Oval Precinct / part of Tarntanya Wama (Park 26) on 13 April 2021 subject to the agreement of the Minister for Infrastructure and Transport as required under the Adelaide Oval Redevelopment and Management Act 2011. The Minister has now advised of his approval of the amended CLMP.

Review of the Draft Adelaide Oval Precinct / part of Tarntanya Wama (Park 26) Community Land Management Plan

We are seeking your feedback on the draft Community Land Management Plan (CLMP) for the Adelaide Oval precinct which forms part of Tarntanya Wama (Park 26). This has been updated to take into account the changes that have occurred since the CLMP was last reviewed in 2009 and to ensure it is consistent with the Adelaide Oval Redevelopment and Management Act 2011 (AORM Act).

This CLMP covers the following areas:

  • Adelaide Oval Licence Area comprising:
    • Stella Bowen Park
    • Adelaide Oval No 2
  • Light’s Vision
  • Pennington Gardens West
  • Creswell Gardens
  • Memorial Drive Tennis Centre (leased to Tennis SA Inc.)
  • Memorial Drive Tennis Club Inc. (sub-let to Next Generation Clubs Australia Pty Ltd)
  • Land along the edge of War Memorial Drive, Montefiore Road and Pennington Terrace

All of the Adelaide Oval Precinct remains Park Lands under the care and control of the City of Adelaide (CoA). However, parts of Park 26 are leased and licensed to the Minister for Transport and Infrastructure under the AORM Act via:

  • A lease for the Adelaide Oval Core Area - this is exempt from the CLMP
  • A licence for the Adelaide Oval Licence Area - this is included in the CLMP.

Background

Under the Local Government Act 1999 (SA) all Councils are required to develop management plans for community land which they either own or which is under their care and control. A CLMP shows how the land is to be used, taking into account a diverse range of recreation, conservation, heritage and cultural issues. Significant changes or amendments to a CLMP require public consultation under State legislation.

Given the scale of the Adelaide Park Lands, the CLMP is divided into sections according to individual parks or groups of parks, determined by their geographical location.

The current CLMP which covers all of the Adelaide Park Lands was adopted in 2013. This review is being undertaken to ensure it is consistent with the Adelaide Park Lands Land Management Strategy 2015-2025 (APLMS) and to take account of the policies and plans, relevant Council decisions and legislation adopted in the intervening period.
