Consultation has concluded

The Development Plan Amendment was gazetted on 30 May 2017.

This consolidated Development Plan also incorporates the North Adelaide Large Institutions and Colleges DPA and the North Adelaide Former Channel 9 Site DPA, which were gazetted simultaneously. You can view a summary map here.

The DPA can be summarised as follows:

  • New policy to reinforce design quality for new development
  • Additional requirements for ‘over-height’ developments including increased emphasis on high quality building design as well as sustainability
  • Amends the policy related to podium design to allow for greater flexibility for

The DPA can be summarised as follows:

  • New policy to reinforce design quality for new development
  • Additional requirements for ‘over-height’ developments including increased emphasis on high quality building design as well as sustainability
  • Amends the policy related to podium design to allow for greater flexibility for building design to respond to the immediate context
  • Amends Capital City Zone Desired Character Statement to include greater design statement and strengthening the Desired Character Statement along Rundle Street to provide greater guidance and protection to the established character

Council will continue to work with the Minister for Planning to improve the design quality of the city through planning policies.

    The Minister for Planning initiated the Capital City Policy Review (Design Quality) Development Plan Amendment (DPA) in late 2016. This follows from the major review in 2012, where the Adelaide (City) Development Plan was comprehensively updated through the Capital City Development Plan Amendment, which amended a suite of policies aimed at, amongst other things, removing restrictive barriers, improving design, and further supporting mixed use outcomes for new development.

    The Capital City Policy Review (Design Quality) Development Plan Amendment (DPA) was out for public consultation in late 2016. Council provided a written submission to the Department of Planning, Transport and Infrastructure which you can view here:

    Council and the Minister for Planning have been working on a program of Development Plan Amendments (DPA's) to improve city design, support residential development, support the health and education sectors and retain our heritage assets.

    On 29 May 2017, the Minister for Planning announced that he has approved several DPAs, released a new Heritage Places (Institutions and Colleges) DPA for consultation and is progressing with a number of other planning initiatives to plan for the future of Adelaide and South Australia. I have attached with this correspondence a document summarising these items and where you can find more information.

    Development Plan Amendments:The Minister for Planning has made a decision on the following DPA’s:

    · North Adelaide Large (Institutions and Colleges) DPA – Gazetted 30 May 2017

    · North Adelaide Former Channel 9 Site DPA – Gazetted 30 May 2017

    · Capital City (Design Quality) DPA – Gazetted 30 May 2017

    These decisions mean that the Adelaide (City) Development Plan is updated from the 30 May 2017 and will be used to assess any development applications lodged from this date forward.
