Charles Street, between Rundle Mall and North Terrace, has been identified by the City of Adelaide as a key laneway in the Rundle Mall precinct requiring a full streetscape upgrade to replace aged assets, improve pedestrian safety, enhance the public realm and improve the retail experience for customers and retailers. Due to its proximity to the cultural precinct on North Terrace and internal linkages with other arcades, Charles Street offers a significant opportunity to reinvigorate the northeastern portion of the Rundle Mall Precinct.
The vision for Charles Street is to create a high-quality, safe and un-cluttered street, that complements a busy shopping precinct. In order to support a pedestrian friendly environment with alfresco dining, cafes and retail shops, the City of Adelaide is proposing to close the street to vehicular traffic.
In accordance with s.32 of the Road Traffic Act, closing Charles Street requires public consultation.
Closing Charles Street would allow us to upgrade the street and assist in creating a safer, more pedestrian friendly environment and address concerns regarding road safety especially for those with accessibility issues and the visually impaired.
Upgrading Charles Street would include:
- Removal of the kerb and water table on the western side
- Stormwater upgrade
- New paving
- New and improved lighting
- Bollards (retractable and fixed) at the North Terrace end
- Artwork opportunities
Timeline
A report will be presented to Council in February 2024 with either a recommendation to proceed with the closure or retain existing conditions.
If the closure proceeds it is anticipated that the closure and construction would commence in April 2024.
What happens next?
All written submissions will be included in a report to be presented to Council at a meeting in February 2024.
If the Council decision is to close Charles Street, notice of the decision will be published in the Advertiser public notice section, Your Say, and all owners/occupiers affected by the closure will be notified via post.
If the closure proceeds traffic control devices (signs & line marking) will be installed to give effect to the closure.
