We would like your feedback on the proposals for the City of Adelaide Representation Review: Draft Representation Report

Update

Notice has been given in the 23 December 2021 edition of the SA Government Gazette (see page 4755) on the outcome of the City of Adelaide (CoA) Representation Review.  

The final outcome was determined in accordance with section 12(2) of the Act, after the matter was referred by the Chief Executive Officer of CoA to the Electoral Commissioner.

The Commissioner, in making his determination, gave regard to the information contained in each of Councils reports relating to the representation review, and all the public submissions received.  As a result, the current ward boundaries and names have been retained.

The outcome is as follows:

  • The elected Council will comprise of an elected Lord Mayor, two area councillors, and nine ward councillors.
  • The Council area will continue to be dived into three wards, retain the current ward boundaries, and the names of North, Central, and South.
  • North ward will be represented by two councillors.
  • Central ward will be represented by four councillors.
  • South ward will be presented by three councillors

Consultation Information 

The City of Adelaide (CoA) has undergone two rounds of public consultation (March 2021 & July 2021) on a Representation Review Options Paper (the Options Paper) as the first stage of a review of its representation structure in accordance with the requirements of Section 12 of the Local Government Act 1999 (SA) (the Act).

Following consultation on the Options Paper and pursuant to section 12(8a) of the Act, the City of Adelaide has prepared a Draft Representation Review report (the Report) which details the outcome of public consultation undertaken on the Options Paper, and includes all feedback responses as appendices. An abridged version of the Report (without the appendices) can be found below.

In summary, with regards to elector representation in the City of Adelaide the Report proposes that:

  • The Lord Mayor is elected by all of the electors of the Council area.
  • The Council area is divided into Wards.
  • There is a three Ward structure with material changes to Ward boundaries.
  • The existing Ward names being North Ward, Central Ward and South Ward are retained.
  • The number of Ward Councillors is reduced from seven (7) to five (5).
  • Ward representation is adjusted to within allowable tolerances by:
    • Reducing the number of North Ward Councillors from two (2) to one (1).
    • Retaining three (3) Central Ward Councillors, and
    • Reducing the number of South Ward Councillors from two (2) to one (1).
    • The number of Area Councilllor positions is retained at four (4), and
    • The total number of Elected Members is reduced from twelve (12) to ten (10), including the Lord Mayor.

Public Hearing

Following the consultation period any person making a submission will be invited to appear before a meeting of Council at 5.00pm on Tuesday, 19 October 2021 in the Colonel Light Room, Adelaide Town Hall. Respondents have the opportunity to be heard in support of their submission or raise any new matters not included in written comments. Respondents will have 5 minutes maximum to be heard during the meeting.

If you wish to be heard by the Council at the public hearing, please register your attendance with an email to Governance@cityofadelaide.com.au. Respondents must be registered to be heard.
