Have your say on a proposal to revoke the classification of the James Place Public Toilet as community land for the purposes of its sale and redevelopment.

Council approved the revocation of James Place Public Toilet land (described as Allotment 123 in Filed Plan 181775 comprised in Certificate of Title Volume 5883 Folio 435) from the classification as community land pursuant to section 194(3)(b) of the Local Government Act 1999 (SA).
Council authorised the Lord Mayor and Chief Executive Officer to execute and affix the common seal to all necessary documents to give effect to the revocation of the community land classification of the James Place Public Toilet land.
Project Information and Background
The City of Adelaide is seeking feedback on the proposal to revoke the James Place Public Toilet land from the classification as community land pursuant to Section 194 of the Local Government Act 1999 (the Act) for the purposes of its sale and redevelopment. The resulting redevelopment will include replacement public toilets consistent with the existing facilities.
The land at 23-25 James Place accommodates the James Place Public Toilet, is owned by the Corporation of the City of Adelaide, and is classified as community land. Removal from the classification as community land for the purpose of sale and redevelopment can only occur by a process of revocation under Section 194 of the Act.
The James Place Public Toilet land incorporates ground floor public conveniences, a vacant first floor and plant/ servicing at level two. The upper floors are restricted by the building structure and as such are under-utilised providing limited value to the community.
The ground floor public conveniences comprise male and female toilets, disabled toilets and a Changing Places facility. The public toilets are provided for the benefit and convenience of City visitors and shoppers.
The City of Adelaide is proposing to dispose of the James Place Public Toilet to an adjoining owner with the land to form part of a significant redevelopment adjacent the Rundle Mall precinct.
Sale and disposal of the James Place Public Toilet is subject to the adjoining owner providing replacement public toilets within the redevelopment. The replacement public toilets will be consistent with the existing facilities (ie. incorporating male, female, accessible and Changing Places facilities) for the convenience of City visitors and shoppers.
Arrangements will be made with regard to the provision of alternate public toilet facilities during the construction of the new public conveniences. Noting this may not allow for a Changing Places facility during the construction period.
