Free Public Transport within the City
Impact (Who does it affect? How big is the impact on them? How does it improve their experience?) locals, tourists, students, business. Let's open up the city so that travelling isn't a barrier to people accessing different parts of the city. For example, let's make it easy for all residents to get to the central markets to make it the destination for all of their shopping. Currently wait times for transport would be 15-45min to get on the free bus + Travel time, 30-45 minutes to walk, 30 + minutes to drive and find a park. I'm guessing that a bus passes East-West or north-south every 3 minutes or so. This would also help families and people with impairments better access the city. If you want to buy something large (groceries, or other products) from Rundle you almost have to drive to get it home. It would also allow tourists to explore all parts of our city conveniently and allow safer travel for people late at night.
Cost (Is it free or low-cost to implement? If not, how much should we invest in this idea given the anticipated impact?)
Free if you get the state government onboard. You could also get rid of the Free City Bus Link and save $1mil a year. The buses are already passing through the city so there's no additional cost to the State Government.
Time (Is it quick to implement? If not, will the impact be so significant that we should invest more time in developing it?)
It could happen overnight with State Government support.
