Background
At its meeting on 29 November 2016, Council resolved to undertake an Expression of Interest (EOI) process for a commercial business lease in Kurangga (Park 20) following an unsolicited approach from a commercial operator to develop a high ropes adventure facility.
An EOI was conducted during February 2017 as per Council’s Park Lands Leasing and Licensing Policy.
Following its meeting on 8 August 2017, Council further resolved to undertake consultation on the lease agreement including the proposed use and the area of Park Lands that this use will occur in.
As the proposed use is not identified in the CLMP for Kurangga (Park 20), the recreation facility proposal cannot go ahead unless the CLMP for Kurangga (Park 20) is amended to reference the use.

The City of Adelaide 2016-2020 Strategic Plan seeks to ‘enhance the role of the Park Lands in increasing levels of physical activity through formal and informal sport and recreation opportunities.
The Adelaide Park Lands Management Strategy (APLMS) supports commercial services activating the Park Lands, where they support active outdoor use of the Park Lands.
A recreation adventure facility in Kurangga (Park 20) would be complementary to the BMX tracks providing another outdoor recreation offering within the precinct, creating an adventure hub servicing multiple age groups.
