Project Information

Following an Expression of Interest (EOI) process that was undertaken for the Rymill Park Kiosk in 2019, Council resolved to commence lease negotiations with Creative Place Hospitality Group (CPH Group). Council later agreed to a lease term not exceeding 21-year subject to the outcomes of community consultation.

The terms and conditions of the draft Lease Agreement (draft Lease) was supported by Kadaltilla / Adelaide Park Lands Authority (Kadaltilla) in October 2023, at the meeting on 14 November 2023 Council endorsed the draft Lease for the purpose of commencing community consultation in accordance with Council’s Community Consultation Policy.

Community consultation was undertaken for a period of three weeks to provide the community an opportunity to consider the draft Lease and submit their feedback to Council. Under the Local Government Act (SA) 1999 (LG Act 1999), Councils are required to formally undertake community consultation for a lease or licence over community land that is greater than 5 years. 


Update

An analysis of the community consultation findings was presented to Kadaltilla / Adelaide Park Lands Authority and City Community Services and Culture Committee on 22 February and 5 March 2024 respectively. 

The analysis showed support for the Draft Lease Agreement and Council on 12 March 2024 resolved:

 ‘THAT COUNCIL

1.       Receives the findings of the community consultation summarised in Attachment A to Item 7.8 on the Agenda for the meeting of the City Community Services and Culture Committee held on 5 March 2024.

2.       Endorses the 21-Year Commercial Park Lands Lease Agreement as per Attachment B to Item 7.8 on the Agenda for the meeting of the City Community Services and Culture Committee held on 5 March 2024, so that it can be presented to both Houses of Parliament in accordance with the Adelaide Park Lands Act (SA) 2005.

3.       Endorses the final concept plans for the Rymill Park Kiosk, as per Attachment C to Item 7.8 on the Agenda for the meeting of the City Community Services and Culture Committee held on 5 March 2024.

4.       Supports the engagement of Kaurna Yerta Aboriginal Corporation to seek advice on culturally appropriate acknowledgement of the Kaurna community’s cultural and historical connections with Murlawirrapurka / Rymill Park.’

The Draft Lease Agreement will now be presented to both Houses of Parliament for 14 sitting days. In the interim, the proponent will lodge a development application for the enhancement of the Rymill Park Kiosk as per the endorsed concept plans. 


Background

Located within Rymill Park / Murlawirrapurka (Park 14) adjacent the Rymill Park Lake and situated within the east Adelaide Park Lands (Image 1), the Rymill Park Kiosk (Kiosk) was constructed as part of a major landscaping project to upgrade the eastern Park Lands between 1958-60. Since this time, the Kiosk has been subject to various commercial lease agreements for the purpose of providing hospitality and rowboat services to park visitors.
