Whitmore Square / Iparrityi Master Plan

Next Steps for Whitmore Square / Iparrityi

We are pleased to advise that the final draft master plan is ready and that ‘Quick win’ lighting improvements will be delivered in the coming months.

The Final Draft Master Plan for Whitmore Square / Iparrityi is Ready!

Since community engagement on the first draft of the Master Plan in August 2018, the project team has been busy working behind the scenes.

The Master Plan establishes a high-level vision for the future of the square, and a plan for improvements to achieve that vision. The Master Plan is a framework for planning and design that will: help to guide future works, help the public visualise the square’s potential, and enable the City of Adelaide (CoA) to plan and implement staged improvements.

You can view the Master Plan document here.

There is also a two-page Short Guide summary.

The Master Plan includes an overall plan for the square, however this is an ‘artist impression’ not a detailed design. The master plan needs to formally adopted by Council before decisions about funding any next steps can be made, including undertaking detailed design.

Quick Win Lighting Improvements

We are implementing lighting to the diagonal path from Sturt Street west to Wright Street east, and feature lighting to three large trees. This path is a popular route for pedestrians walking to/from the Market District, and was one of the top issues raised in community engagement.

The new path lighting will trial an innovative lighting fixture that has better distribution of light, requiring fewer poles and less energy to meet our lighting standards.

Construction works are expected to be undertaken between April and June 2019. Further details will be posted in the square in advance of works starting.

Consideration of the Master Plan by Adelaide Park Lands Authority (APLA) and Council

APLA considered the master plan at its recent meeting on Thursday 21 March. You can view the APLA decision here. https://dmzweb.cityofadelaide.com.au/agendasminutes/files08/Minutes/APA/2019/2019_03_21APA.pdf

A revised master plan informed by APLA's advice is scheduled to be formally considered at the upcoming Committee meeting of Council on Tuesday 16 April. The confirmed agenda for Committee meetings are typically published on the Friday or Monday before the meeting date.

What was the Community Feedback on the draft in August?

Many people interested in the square gave input via online surveys, at the Campfire in the Square event, Community Centre drop in discussions, and via email. The full details of the feedback received is outlined in the Community Engagement Summary Report.

Overall the feedback received indicates good support for the draft Master Plan. The feedback also provided valuable information on key aspects where there are mixed views. The feedback helped us identify elements of the draft plan for improvement and important considerations to address in the detailed design phase.

The Master Plan was refined in response to the overall feedback. More information on this is included in the Summary Report.

Can I provide further feedback?

While the formal engagement for the Master Plan was undertaken over three phases last year, you can email further feedback directly to the project team via whitmoremasterplan@cityofadelaide.com.au

Integrated Business Planning for next financial year: CoA encourages community members to get involved in consultation on our annual Integrated Business Planning (budget allocation). This typically occurs in April/May to establish the projects and funding allocation for the next financial year.

Future Engagement on Detailed Design: Community Engagement will form part of future efforts to develop the detailed design, which will provide an opportunity to be informed about the design and give feedback to help shape the final design before implementation
